A woman charged with prostituting her 13-year-old daughter for drugs told officers, "I need the rock and so did she, it sounds worse than it is," according to a Mesa police report. The girl told officers she became hooked on crack cocaine the first time her mother let her try it, and that she smoked crack on a regular basis from January through July with her mother, JoAndrea Peeler, according to the report released yesterday.
Peeler told detectives that she figured her daughter would try the drugs, and thought it safer if she tried it with her, the report states.
Crack is "absolutely" addictive, said Detective Tim Gaffney, a Mesa police spokesman.
"This girl's not only undergoing medical treatment, but she's going to be undergoing emotional counseling for a long time probably to overcome what her mother has done to her," he said.
In May, when Peeler ran out of money and they were evicted from their apartment, the girl started trading sex for the drugs, police say.
The girl told police that the sex "was not voluntarily, and she felt uncomfortable, but she did not want to say no," the report states.
Although she told police she felt safe with her mother, "she does not feel comfortable right now because of all the people coming over wanting to have sex with her," the report states.
Peeler, 36, was charged by the Maricopa County Attorney's Office this week with eight counts of facilitation of sex between an adult and a juvenile and three counts of using minors in drug offenses, all dangerous crimes against children. She is in jail on a $1 million cash bond.
Peeler was present when her daughter had sex with various men, and on some occasions both of them had sex with men in the same apartment, the report states.
The girl is in the care of Child Protective Services.
